While it is often used in a context where a set of people would have some responsibility which would be inherited by the sole survivor, any attachment of responsibility would stem from the context, rather than the phrase itself.

The responsibility part of down to you comes from the context, not the inherent meaning. It is more about being the last remaining member of a group that was larger.
